Preheat oven to 175°C (350°F) and line baking sheets with parchment paper.
Whisk flour, baking soda, baking powder, and salt in a bowl and set aside.
Beat butter and both sugars together for 2 minutes until creamy, then mix in egg, egg yolk, vanilla, lemon zest, and lemon juice.
Stir in flour mixture on low until just combined, then fold in white chocolate chips.
Fold in blueberries gently with 3 to 4 strokes of a spatula.
Scoop rounded tablespoon portions onto prepared trays, spacing them 5 cm apart.
Bake 11 to 13 minutes until edges are golden and centers look just underset. Cool on tray 5 minutes before moving to a rack.
